Africa: Mozambique Creates New Autonomous Body to Finance and Structure Tourism Infrastructure

The Government of Mozambique has approved the establishment of a new National Agency for Tourism Development and Investment to drive private sector participation, coordinate tourism projects, and enhance the competitiveness of the country’s tourism industry.

According to Club of Mozambique, the decision was made during the Council of Ministers on Wednesday, with the body’s final communiqué clarifying that Anditur is part of a strategy to stimulate the sector, attract financing, and improve tourism competitiveness—considered strategic for economic growth and the diversification of the national economy.

According to the Government, the new entity will have a national scope and be endowed with its own legal personality, with administrative, financial, and asset autonomy, acting as an instrument for the structuring and financing of tourism projects. “The creation of Anditur as a public fund represents a structural reform that will: provide the State with a modern instrument for structuring and financing tourism projects, and create an effective mechanism for mobilizing private investment and public-private partnerships,” the statement indicates.

In the same session, the Mozambican Government approved the Mozambique Heritage and Tourism Rescue Project (PREPT Moz), focused on the valorization of natural, cultural, and built resources. “PREPT Moz aims to foster sustainable tourism and local economic development through the requalification of built, natural, and cultural heritage as a driver of growth,” the final communiqué of the Council of Ministers clarifies. The project includes actions centered on socio-economic inclusion, human capital development, and land-use planning, with the goal of ensuring that communities benefit directly from the tourism value chain.
