The Zanzibar Commission for Tourism (ZCT) has apprehended three foreign nationals accused of conducting tour and excursion operations in Zanzibar in violation of the island’s tourism laws and regulations. In a public notice dated August 17, 2026, the Commission identified those apprehended as Esther Mutheu Samuka, Mukembo Emmanuel and Karungi Scovia.
The ZCT said the action was taken under the Zanzibar Tourism Act No. 6 of 2009, which regulates and controls tourism activities across the destination. Specifically, Section 19(b) of the Act stipulates that “tour operation and shuttle boat businesses are reserved for Zanzibaris.” The Commission said it acted in collaboration with the Immigration Department and has taken the necessary legal and administrative measures against the individuals.
ZCT also warned visitors and the general public to exercise caution when booking tours, excursions or other tourism-related activities, urging them to engage only licensed and legally recognised tour operators. The Commission said it would continue taking appropriate legal and administrative action against anyone found conducting tourism businesses in contravention of the Zanzibar Tourism Act and other applicable laws and regulations.
The move underscores Zanzibar’s efforts to regulate its rapidly growing tourism industry, protect the local tourism business environment and ensure compliance with regulations governing participation in the sector.
