Aviacargo: FAAN Begins Registration of Cargo Stakeholders at Murtala Muhammed International Airport to Boost Efficiency and Compliance

The Federal Airports Authority of Nigeria (FAAN) has begun registering cargo stakeholders at the pilgrims and cargo terminals of Murtala Muhammed International Airport in Lagos.

According to thesun.ng, The registration, which is free during the initial phase, aims to streamline operations and enhance security within the terminals but a senior official of the Authority Told Daily Sun that compliance with the new directive currently stands at just 50%.

In the second phase, expected to commence in the second quarter of the year, stakeholders will be required to pay a fee to cover the production cost of the access cards which would be issued.

The official told Daily Sun that this move is part of FAAN’s strategy to remove unauthorised persons from the terminal and create a more organised environment for licensed customs agents, importers, exporters, and other key stakeholders to operate in.

“We want to transform the cargo space into a proper terminal that complies with safety, efficiency, and security standards. What we have now is like having Oshodi Market in the terminal. It’s disorganised and far from how a proper cargo terminal should operate.

“This registration process is essential for proper identification, eliminating unauthorised persons, and ensuring traceability of cargo. We need to know everyone operating within that space. Currently, it’s chaotic, and that’s unacceptable for a functional cargo terminal. FAAN aims to regulate access; only those with legitimate business should be allowed in.

“Part of the reason our cargo faces rejection abroad is due to human interference, which compromises its integrity. Our goal is to create efficiency by restricting unauthorised persons, ensuring that only licensed customs agents, importers, exporters, and other relevant stakeholders have access. This will enhance operations and restore confidence in our cargo handling processes,” the source said.

The registration drive aligns with FAAN’s strategy to modernise cargo operations. At the recent National Single Window (NSW) Stakeholders Forum in Lagos, FAAN’s Managing Director, Olubunmi Kuku, spoke on the benefits of the initiative, which complements the ongoing registration process at the terminal.

Kuku said, “The benefits of embracing this initiative include streamlined trade processes, real-time transparency, cost savings, improved compliance with international regulations, and strengthened global relationships. However, we must also address the challenges of fragmentation and lack of collaboration among agencies. No stakeholder can succeed alone—it is through teamwork that we unlock our true potential.

“The time for decisive action is now. Adopting the Single Window initiative is not just about technology; it’s an opportunity to unite under a shared vision of efficiency, growth, and prosperity. Successful implementation will lead to increased trade volumes and greater revenue for all stakeholders.”
